Important Progress in Haur Tyi’s U.S. Trade Review: Commerce Preliminarily Determines a 0.00% Dumping Margin
In the preliminary results of the 2024–2025 administrative review of the U.S. antidumping duty order on paper shopping bags, the U.S. Department of Commerce preliminarily found that Haur Tyi Paper Bag Co., Ltd. did not sell subject merchandise below normal value during the period of review. Commerce assigned Haur Tyi a 0.00% weighted-average dumping margin.
The period of review covers January 3, 2024, through June 30, 2025. Commerce selected Haur Tyi as the sole mandatory Taiwanese respondent in this review and examined the information submitted by the company. The preliminary finding recognizes Haur Tyi’s performance in its pricing and transaction records and marks positive progress in serving the U.S. market.
These are preliminary results in an antidumping duty (AD) administrative review. Commerce’s notice states that, if the final results remain zero or de minimis, Haur Tyi’s cash deposit rate for antidumping duties will be zero. Any change will take effect in accordance with publication of the final results and instructions issued to U.S. Customs and Border Protection.
